A few years back, I audited 10 years of board meeting minutes for a municipality here in Illinois and posted the results to the Internet in a small variety of formats (blogs tended to address most of my demonstrative needs).

No one asked me to do it and quite frankly, such a direction was not always met with welcome and excitement by one and all.  It was one of those things that the more meeting minutes I reviewed, the more I needed to see just how long a variety of patterns were of printed practice and protocol when it came to this particular collection of public records.  What can I say…I had some time on my hands and it really was but a few other rare instances I expected to encounter…rather than less than 30% of all municipal code books are readily locatable in an online format.

I don’t believe local governments have never experienced truly vexatious moments in connection with the FOIA request process.  Even I believe in boundaries, but while authorities (and others) are still apparently praying for relief from the “political enemies” of local governments…what of the prayers for relief from such blanket designation being codified and conversed about at cocktail parties and coffee houses?

There are individuals who continue to fail to achieve the basic job descriptions assigned a municipal Clerk and what is more acrimonious of an act against a citizen base than codifying public documentation reports containing a series of acronyms without any credible anchor to the legal entity being referenced in the report?

In simple summary, the level of acronym use I found in those board meeting minutes were so extreme in variance, although FOIA requests still are necessary to perform a simple act of anchoring what entity was being recorded in the municipalities public record books in connection to what issue, restoring integrity to a past set of public documents without first addressing the behaviors that continue to publish them as-is seemed like a foolish response to the 100% denial of all of my own personal FOIA requests a few years ago.

For example, one can certainly try to capture in one single FOIA request for a list of all legal entities cited and registered in the board meeting minutes to be matched with their proper legal identities, but we’re talking about the power to brand a citizen vexatious in connection with a FOIA request…

…so why hasn’t the Village Clerk demanded such acronym anchoring to begin with?  In fact, with each set of meeting minutes presented by the Village Clerk, even the board members passed unanimous consensus the minutes be accepted as official record of a now-past meeting.

The hypocrisy here has a complex, and yet distinct personality in political terms, and with members of the news media still being repetitively documented as the Villains of the Modern American Way and clear “political enemies” worthy of such hard-core shut-downs of documents that to anyone of Hero stature can somehow access with a phone call or an email…let alone a visit to a website designed for document download… continues to defy the extraordinary measures ordinary people are going to have to carry if we are to be successful at lifting the credibility and reputation of the State in the eyes of the residents, the business community, and yes, even the political community.

Therefore, I thought it best to revive one particular demonstration I had used a few years back in an effort to point out that since acronyms were not clearly anchored in board meeting minutes, how can it be classified as an act of an Enemy of local government in America when the full identity of a business, not-for-profit, or even a political organization is a crucial part of this public documentation collection?

I had made the point of matter that it was nearly impossible to productively engage in community matters as a citizen when it was nearly impossible to utilize the public documentation collection at the local library, due to it being severely out of date and in paper format only…and that my own FOIA request for a copy of the municipal code book was denied on the grounds of “unduly burdensome.”  Had the municipality complied with my request to visually see a copy of the book while at Village Hall (repeatedly), I wouldn’t have even thought of FOIA requesting the document, but it seemed like a peaceful – and economical – way to document an already verbalized denial and protest cycle that eventually involved the Public Access Counselors office.

The bottom line about the acronyms isn’t about the municipal code book so much as the board meeting minutes that could significantly reduce the need for FOIA requests – including that of the media – while removing one of the other methods used to deny one of my FOIA requests for a job description for a job title I found posted on the website that wasn’t located anywhere in the municipal code book.  The lawyer got paid to tell me that there was no such job title in the Village, which I already had suspected but had no other way to confirm other than that of a FOIA request due to the repeated rejection of verbal answers in the past.

If I had submitted the list of acronyms I had painstakingly extracted from the documents and made the FOIA request for the legal entity associated with the acronym as in connection with the board meeting minutes I found it in, it would have also probably been classified as “unduly burdensome”…especially since there was repeated appearance of inconsistent use of an acronym related to an identity cited in the records.

My own rawness grown from the research stems from the awareness of wide-spread negligence leading to such a failure grade when it comes to the ability to not only test the integrity of public documentation, but also enforce even the most basic of codification principles in connection with the job description of the Village Clerk.  He is the last person to review the minutes and the first to issue citation that such a document is ready for board approval.  Proper identification of legal entities in board meeting minutes is in the can of everyday knowledge of those responsible for generating such documents and if the collection I audited had come under the header of “business” rather than that of government, government would be likely to first demand a list similar to what I chose not to request from government.

Businesses lose credit and credibility when they serve a municipality well.  The losses many companies endure on the front end of the bidding process can frequently be made up on the back-end with more non-government work, let alone the companies that serve only government entities.  Collaboration between jurisdictions is becoming more and more of a primary need rather than a grudging nod and a grunt in passing by and the business community is in need of cooperation from the consumers.  Housing issues will continue to blind-side local communities in what can feel like a blink of an eye.  Knowing what businesses are engaging the time, attention, resources and reliance of our local governments is vital on a variety of levels, but I remain under the belief that it is a wide-spread fear of facing the evidence our past record-keeping practices reflects, especially when it comes to public board meeting minutes…and not of the fault or flaw of the citizens in Illinois.

This Village should have gotten it right the first time around by stating clearly who IML, SSMMA, IDNR, IDOT, etc. were…every time the Village claims their entities came up in public conversation during a board meeting…

Beginning at least a decade ago.

And since the acronym practice shows up even before 2000, it remains my mathematical suspicion this municipality would not logistically be able to quickly match up the acronyms in the set of board meeting minutes I used, cite the match up and then certifying such a connection with certainty, as I believe my own effort to play match-up demonstrates.

As I said before the last time I posted this list, if one of my match-ups is in error and incorrect, it is not my fault or flaw for failing to FOIA request this particular list before publication.  Talk to the Village Clerk and the board members that approved the documents as “ready” for at least limited public release to the local library.

In the meantime, here are my own answers to the identity/acronym match-up quiz every reviewer of said documents would have to take (in some form) if they wanted more information about the recorded interaction/transaction between said entity and the Village.  There are other anomalies that are brought forth in this list, including the inter-mixing of letters and numbers within company names (using the number in some cases while spelling out the word in other examples)…the number of times certain companies show up…

Columns are divided into frequency of appearance in the board meeting minute collection, an acronym when (and if) applicable, and the appearance of what looks to be the identity of an entity.
